The Clerk’s Office, lead by the City Clerk, is
comprised of the following four sections: Animal Services, Municipal
Law Enforcement Services, Legislative Services and Print/Mailroom.
Each section provides a variety of corporate, administrative and
legislative services in accordance with the statutory
responsibilities under the Municipal Act, 2001 and as
directed by Council. The Office works closely with elected
officials, City departments, other levels of government and the
public, and is committed to ensuring that high-quality services are
provided in a cost-effective, professional and impartial manner. The
Clerk’s Office provides the following services:

Minutes
/ By-laws and other Corporate Records
In accordance
with the Municipal Act, the City Clerk is responsible for
recording all resolutions and decisions of Council, and retaining
all originals of by-laws and minutes. The Records Management
Team develops records management policies governing the collection,
use, retention and disposition of all Corporate Records. To

Municipal
Freedom of Information and Protection of Privacy Act
The creation,
collection, use and disposition of all corporate records, regardless
of medium (e.g. electronic, paper, video, etc.), are governed by
the rules set out in the Municipal Freedom of Information and Protection
of Privacy Act.
This Act came
into effect on January 1, 1991 and governs all records in the custody
and control of the City regardless of when they were created. The
principle of the Act is to promote the freedom of information in
the custody and control of the City while protecting personal information
(e.g. any information which would disclose an identifiable
individual).
To request access
to a City record, an informal request must first be submitted to
the Department / Division responsible for that record series. If unsuccessful,
a formal, written request may be submitted, along with a $5.00 application
fee, to:

Select staff
in the Clerk's Office are able to provide this service during
regular office hours (8:30 am to 4:30 pm) from Monday to Friday.
There is a $12.00 fee for this service.

Issuing Licences
The City of
Pickering issues a variety of licences, which assists in regulating
select activities and ensuring health and safety to our community.
The application process and associated fees vary depending on the
type of licence required. For all licences, with the exception
of the Home Based Business licence, the applicant must attend the
Clerk's Office, Civic Complex, One The Esplanade, Pickering
to submit their application and fee.

Licensing for
dogs and cats is required by the City of Pickering. Licences are
issued at the Clerk's Office, Second Floor, Civic Complex, One The
Esplanade during normal business hours (8:30 am to 4:30 pm).

Licences
The City of
Pickering may issue lottery licences only for "charitable gaming
events."
What
is a "charitable gaming event"?
"Charitable
gaming" refers to lottery schemes permitted by a licence under
the Criminal Code of Canada. Typically these may include:
bingos, raffles, break open tickets.

Who can get a licence to conduct a lottery
scheme?
Canada's Criminal
Code permits charitable and religious organizations to conduct a
lottery scheme to raise funds pursuant to a licence being issued.
Organizations must have demonstrated charitable or religious mandate
to qualify. The courts have determined that the term "charitable"
refers to organizations which provide programs for:
- the relief
of poverty
- the advancement of education
- the advancement of religion
- other charitable purposes beneficial to the community
The following
pre-requisites are mandatory to be considered eligible for a lottery
licence:
- Organizations
must have been in existence for a least one (1) year before being
considered eligible for lottery licences.
- The organization must have a place of business in Ontario, demonstrate
that it is established to provide charitable services in Ontario
and use proceeds for objects or purposes which benefit Ontario residents.
The primary
purposes of an organization are determined by considering:
- the mandate
of the organization as set out in its incorporation documents
or documents stating the organization's objects
- the objects
of the organization as described in its application for licence
- the services
which have actually been provided by the organization to the community
What
types of organizations are not charitable for lottery licensing
purposes?
Types of organizations

- social clubs
- professional
associations, unions, employee groups
- elected representative
groups including municipal, regional, provincial and federal governments
- government
ministries, agents or bodies
- political
lobby groups
- political
parties
- adult hobby
groups
- private sports

How
do I apply?
Prescribed applications
are available in the Clerk's Office, Civic Complex, One The Esplanade,
during normal office hours (8:30 am to 4:30 pm). The completed
application must be submitted with the appropriate fee as prescribed
in the Terms and Conditions issued by the Province of Ontario.
The completed application will be assessed to determine eligibility
and for accuracy. A minimum of two weeks is required to process
a lottery application.
Taxi
Licence
To be a Taxicab
Driver, Taxicab Owner, or Taxicab Broker operating within the City
of Pickering, you must qualify and acquire a valid licence.
Completed applications
must be submitted in person by the applicant to the Clerk's Office, Civic Complex, One
The Esplanade, Pickering during normal business hours (8:30 am to 4:30
pm). Along with the completed application you must
submit the necessary documentation and the prescribed fee (as detailed
on the application).

Signs
The City of
Pickering Sign By-law
6999/09 sets out
regulations relating to many types of signs, as well as
administrative and enforcement practices.
Signs Permits
A sign permit is required for
permanent signs including the following sign types; ground signs,
wall signs, development signs and billboards signs. For information
relating to obtaining a permit please visit

Permits are issued by the Planning and Development department.
Sign License
A sign license is required for
temporary signs including the following sign types; portable signs,
banner signs, inflatable signs, sidewalk signs and billboard
advertising.
No person shall erect any portable
sign, banner sign, inflatable sign, sidewalk sign or billboard
without a license. The license can be obtained from the Clerk’s
office on the second floor of the Pickering Civic Complex, One The
Esplanade.
General License Requirements
- All sign licenses shall expire
on the date indicated on the license.
- A maximum of 1 license may be
issued concerning any individual business or service in any
calendar year (with the exception of portable signs).
- A maximum of 1 license may be
issued for a single property at any one time, irrespective of
the number of business tenancies located on the property.
- No license shall be issued on
any heritage property.

- Every portable sign shall be
located on the property to which the sign relates.
- Where a license application is
for a portable sign for an individual business in a building
containing multiple tenants, the application must include
written permission from the owner or the owner’s authorized
representative consenting to the placement of the portable sign.
- Portable signs may be
illuminated but shall not incorporate electronic message
displays, any moving parts, flashing lights or fluorescent
materials.
- Letters used on a portable sign
shall not be greater than 0.2 m in height.
- No portable sign shall be
capable of being connected to a power supply without written
Electrical Safety Authority approval.
- A license for a portable sign
shall be valid for a period of not more than 30 days, after
which the sign shall be immediately removed.
- A maximum of 4 licenses for
portable signs may be issued concerning an individual business
or service in any calendar year provided at least 30 days have
elapsed since the expiry of the last portable sign license and
the sign has been removed.

- Every banner or inflatable sign
shall be located on the property to which the sign relates.
- A banner or inflatable sign
shall be securely affixed to the exterior wall or roof of a
building, or to the ground.
- A license for a banner or
inflatable sign shall be valid for a period of not more than 14
days, after which the sign shall be immediately removed.
The following provisions are
applicable to Sidewalk Sign licenses;
- Sidewalk sign means a
freestanding temporary sign not affixed to the ground,
advertising a business and installed immediately in front of the
business on private property or on the sidewalk.
- Sidewalk signs shall not exceed
a height of 1.0 m or a width of 0.6m.
- Sidewalk sign shall not be
permitted in any location other than within a Special Sign
District.
- A sidewalk sign shall be
installed immediately in front of the business to which it
pertains, and shall only be erected during hours of operation of
the business.
- A sidewalk sign may be located
on a public sidewalk provided a minimum of 1.5m of unobstructed
sidewalk space is maintained.
- A maximum of 1 license for a
sidewalk sign may be issued to an owner.
- A license for a sidewalk sign
shall be valid for a period of 1 year.
The following provisions are
applicable to Billboard Sign licenses;
- No license shall be issued for a
new billboard unless a permit has been issued for such
billboard.
- A license for a billboard shall
be valid for a period of 1 year.

Information
A licence to marry may be obtained from the Clerk's Office, City of
Pickering, One The Esplanade, Monday to Friday between 8:30 am and
4:00 pm. Both applicants must complete and sign the application but,
only one party needs to deliver the completed application. A
marriage licence can be issued only to the applicant or joint
applicant.

Civil
Marriage Ceremonies
Exchange your wedding vows in a
non-denominational setting.
Civil Marriage Ceremonies will be
performed by the Municipal Clerk and / or designate, Monday through
Thursday at 9:00 am and 3:00 pm and on Friday’s at 9:00 am, 11:00
am, 2:00 pm and 3:30 pm in the Council Chambers, One The Esplanade,
Pickering.
The fee for this service is $262.50
and can be made by cash, debit or visa. The fee will be increased to
$282.50 after July 1st due to HST. Please be advised that a
Marriage Licence is required before the booking of the ceremony can
be made. The fee for a Marriage Licence is $100.00.

Vital
Statistics Maintenance
The City of Pickering is responsible
for registering births and deaths which occur within the City.
We do not issue Birth, Death or Marriage Certificates.
There is a drop box for applications
at The Durham Land Registry Office, however they no longer
provide walk-in service for Certificates and Certified Copies
of Births, Marriages and Deaths.

Common
Infractions
The following
list represents the most commonly committed parking offences.
No person shall
park / stop a vehicle in any of the following places:
- In a Handicapped
Zone unless a permit is in effect and on which an identifying
marker is properly displayed and the vehicle is being operated
by or is conveying a physically handicapped person.
- Along any
private roadway designated as a Fire Route.
- Parked
facing the wrong way to oncoming traffic or parked facing the
correct way but wheels greater than 15 centimetres out from the
curb.
- On or over
a sidewalk or footpath.
- Commercial
vehicle on any highway during prohibited times or days unless
the commercial vehicle is actually engaged in the loading and
unloading, delivery and receipt of goods, wares, merchandise or
passengers to adjacent premises.
- In front
of a driveway or laneway or so as to obstruct vehicles in the
use of a driveway or laneway.
- On private
property without the authority from the owner or occupant of such
property.
- On municipal
property where by means of one or more signs, it is indicated
that such parking or leaving is not authorized.
- In a prohibited
area.
- Within 10
metres of an intersecting roadway.
- On a highway
for a period longer than three (3) hours.
- On a highway
in such a manner as to interfere with the movement of traffic
or the clearing of snow from the highway.
- Within 3
metres of a fire hydrant.

Where
can I pay my parking ticket?
It is now possible to pay your ticket online. Click

Parking
ticket payments may be mailed or delivered along with your parking
ticket to the Clerk's Office, 2nd floor, Pickering Civic Complex,
One The Esplanade, Pickering, ON, L1V 6K7. Cheques or money
orders must be payable to "City of Pickering" and should
include the number of the Parking Infraction Notice. If you
are attending the Clerk's Office to make payment, you may pay
by cash or Interac in addition to cheque or money order.
Please note, NSF cheques will be subject to an administrative charge.
An administrative fee is payable if the fine goes into default and
the information may be provided to a credit bureau. Please
allow sufficient time for your payment to be delivered.
How
can I dispute my parking ticket?
If you wish a review of the infraction, you must call
905.420.4611, between 8:30 am and 4:30 pm to make an appointment.
First Attendance Times (parking ticket reviews) are scheduled for
Tuesdays and Thursdays between
9:00 am - 11:30 am and 1:00 pm - 4:00 pm. At the appointment time you may discuss
the parking infraction. If you do not wish to discuss the ticket, you may attend the office
between the hours of 8:30 am and 4:30 pm and complete a Notice
of Intention to Appear In Court, and a court date will be arranged
for you.
What
if I just don't pay my parking ticket?
Failure to pay the fine imposed upon conviction will result in an
order that your Ontario Vehicle Permit not be renewed and no new
permit be issued to you until the fine and all court costs and fees
have been paid.
